Code Enforcement Department

The Code Enforcement Department for the City of New Castle, Pennsylvania, has a total of eight personnel:  a director, five property maintenance/housing inspectors, and two secretaries.

Our primary goal is to protect the public health, safety and welfare in all existing structures, residential and non-residential, and on all existing premises by directing the enforcement of municipal code requirements pursuant to the 2009 Edition of the International Property Maintenance Code as promulgated by the International Code Council.

Duties and Responsibilities:

  • Interior and exterior housing inspections regarding structural or sanitation violations.
  • Building systems inspections (i.e., electrical, plumbing, heating/cooling).
  • Commercial building inspections.
  • Systematic neighborhood inspections.
  • Inspection and validation of complaints filed by neighbors or other interested parties.
  • Inspection and plans and the issuance of building permits.
  • Pre-sale safety inspections of properties being sold.
  • Response to and investigation of "dumping" violations.
  • The filing of charges, issuance of citations, and presentation of cases in magistrate's court.
